Many meaningful projects rely on conditions that are not designed to last.

They are often shaped by funding cycles, attention, or the continued presence of the person who created them. When those conditions change, continuity becomes difficult to maintain.

The PLETS Framework v1.0 introduces a different structure.

PLETS stands for Permanent Licensing and Exclusive Territorial Stewardship.

Under this model, a work is licensed once, to one organization per territory, with the responsibility to steward it over time. The work does not circulate between institutions, and it does not rely on repeated intervention from its creator.

Instead, it becomes part of a local system.

This allows continuity without interruption, and presence without constant reintroduction.

The framework was developed to address a structural gap: meaningful work is often supported by systems that are temporary by design.

PLETS replaces that condition with permanence.
