Zhougong — Founding Authority of Dream Systems
Overview
Zhougong is recognized within the Ministry of the East as one of its original founding authorities, responsible for the establishment and regulation of dream-based systems. His role is defined not by worship or symbolic importance, but by function. He governs how dreams are interpreted, accessed, and integrated into decision-making structures.
Foundational Role
The Ministry was not formed by a single entity, but by a collective of Asian deities and forces, each responsible for a specific domain. Zhougong’s contribution was the integration of dream interpretation into the Ministry’s operational framework. This allowed dreams to be used not only as reflections of the individual, but as indicators of larger patterns.
His system enabled the Ministry to assess individuals beyond observable behavior. Dreams became a secondary layer of evaluation, particularly in cases where intent and outcome did not align.

System Integration
Zhougong’s domain intersects with multiple Ministry functions, including education, risk assessment, and long-term planning. His work supports institutions such as Mandalangan Peak Prep by providing a controlled environment where students can access the Dream Archive through designated methods, including the use of Archive Beads.
These systems are not optional enhancements. They are integrated into the Ministry’s core structure.
Operational Authority
Zhougong does not operate through visible enforcement. His authority is exercised through control over access. Dreams may be revealed, withheld, or stabilized depending on alignment with Ministry protocols. Unauthorized interpretation is not permitted within official systems.
Inter-Domain Relationships
His domain is often contrasted with that of Anagolay, who governs safe passage. Where Anagolay ensures arrival, Zhougong governs understanding. Their functions intersect but do not overlap.
Continuity
Within the Ministry, Zhougong is not treated as a historical figure who became relevant later. He is recorded as present at its formation, with his systems embedded from the beginning.
