The Founding Mandate

Overview

The Founding Mandate is the originating directive established by the coalition of deities that created the East Empire and instituted the Ministry of the East.

All Ministry operations exist in execution of this Mandate.

Directive

The Mandate defines a single objective: the preservation of harmony across all systems within the East Empire.

Harmony is defined as equilibrium. It is not dependent on agreement, intention, or perception.

Authority

The Ministry of the East derives its authority directly from the Founding Mandate. It does not operate independently of it.

All doctrines, systems, and institutional actions are aligned to this directive.

Continuity

The Mandate is not subject to amendment, negotiation, or reinterpretation at the institutional level.

It is enforced through continuity of action rather than declaration.

Position

The Ministry does not question the Mandate. It executes it.
