The institution is understood to have been established within that submerged environment. As tectonic movements gradually raised the islands into their present form, Mandalangan Peak Prep resurfaced intact, with its structure and conditions preserved. The surrounding mountain range and volcanic systems developed around it rather than the institution adapting to them.

The Ministry did not construct these conditions. It recognized and utilized them as part of a system that could not be replicated elsewhere.


FUNCTION

Mandalangan Peak Prep operates as a mixed-species evaluation system where human students and entities catalogued within the Dragon Vase Archive are trained under the same environment and assessed using unified standards.

Classification is based on capability, stability, and alignment with institutional requirements rather than origin. No individual is treated as neutral within the system. Every student is observed continuously, not only for performance, but for how they respond to the conditions imposed by the institution itself.


HUMAN ROLE

Not all human students possess supernatural abilities, and this distinction does not reduce their value within the system. Those without active abilities are identified under intelligence-based classifications and trained in strategic, analytical, and administrative disciplines.

The institution operates within a controlled territorial network that includes the main campus, the settlement of Mayaw, and additional neighboring locations under magical jurisdiction.

Mayaw, translated as “Harmony,” functions as a civilian-facing extension of the school where families may stay and students can obtain supplies. Although it appears independent, it remains fully within the institutional boundary and operates under the same conditions.

MOVEMENT PROTOCOL

Students are allowed to move within designated territories aligned with the Ministry, including Mayaw and nearby locations. These movements are monitored but not restricted within approved zones.

Return to the regular human world is not permitted under any circumstance. Attempts to leave beyond authorized territories are corrected through environmental enforcement, where individuals are separated from any mode of transport and returned to the last recognized point within the permitted zone.

Each violation is recorded and reflected in the student’s evaluation profile. Repeated attempts significantly affect standing within the system.


EVALUATION

Assessment within Mandalangan Peak Prep is continuous and cumulative, with no fixed completion thresholds. Students are evaluated based on capability, stability, adaptability, and alignment with institutional requirements.

Progress is measured across both performance and behavioral response. Decisions are made quietly and based on accumulated results rather than single outcomes.


OUTCOMES

Not all students leave Mandalangan Peak Prep in the same way. Those who meet Ministry standards are assigned roles within operational or affiliated structures.

Others are retained under controlled conditions and repurposed according to institutional needs. There are also cases where individuals are deemed incompatible with the system, and these are resolved internally without public explanation.


POSITION

Mandalangan Peak Prep maintains a dual identity. In the human world, it is presented as an elite institution defined by prestige and results.

Within the Ministry of the East, it is recognized as a sorting environment whose primary function is to determine placement rather than to ensure completion.
